The General Assembly of the UNC Association of Student Governments held its February meeting on February 19th and 20th via Zoom. UNC Chapel Hill’s delegation included ASG Liaison Walt Grayson, Student Body President Reeves Moseley, GPSF President Ryan Collins, and Undergraduate Speaker Keshav Javvadi. The following is Mr. Grayson’s report on the meeting.

Legislative Business

  • Finance Bills:
    • 02 – Transfer to Emergency Funds Act
      • Second reading – will proceed to third reading and a vote at the March meeting
      • Overview: A finance bill to transfer $77,000.00 of unspent funds from the UNCASG 2020-2021 Budget, to the student emergency funds of the constituent universities via a formula to be established by the UNCASG committee on budget and finance.
    • 03 – FY 2022 Budget Act
      • Second reading – will proceed to a third reading and a vote at the March meeting.
      • Overview: Fiscal Year 2021-2022 UNCASG Budget which allocates $243,600.00 to various line items. Specific allocations can be found here.
    • Government Bills:
      • 07 – Chapter Two Update Act
        • Second and final reading – Passed
        • Overview: This bill was the result of a yearlong process to review and update Chapter 2 of the UNCASG Statutes. Chapter 2 contains provisions regarding attendance, meetings of the assembly, procedure of the assembly, standing committees, select committees, committee procedure, introduction of legislation, reading of legislation and referral to committees, confirmation appointments, and matters regarding the rules of the assembly.       • 08 – Chapter Three Update Act
        • Second and final reading – Passed
        • Overview: This bill was the result of a yearlong process to review and update Chapter 3 of the UNCASG Statutes. Chapter 3 contains provisions regarding UNCASG organization, departments, and executive officers. The Bill can be found here.
        • UNC delegates successfully proposed an amendment to ensure a mid-year performance review of executive officers to be supervised by the UNCASG advisor and carried out by the Council of Student Body Presidents.
        • UNC delegates opposed and successfully defeated an amendment to impose extensive requirements on UNCASG campus liaisons.
        • UNC delegates successfully proposed an amendment to update the legislation with the correct title of the Graduate and Professional Student Affairs committee.
      • 09 – Copy of Extended Deadline Act
        • Second and final reading – Passed
        • Overview: A bill to extend the deadline for submitting legislation from the Sunday prior to a UNCASG meeting to the Monday prior to a UNCASG meeting. The bill can be found here.
      • Assembly Resolutions:
        • 23 – Student Activities Fee Resolution
          • Second Reading – Passed
          • Overview: A bill to state the UNCASG Generally Assembly’s opposition to an opt-in system for the student activities fee and call for the UNC Board of Governors to discontinue further discussions on the proposition. The bill can be found here.

  • Note* This is the first year in quite some time that UNCASG has had an election with only one ticket. During the March UNCASG meeting, Ray and Derrick’s candidacy will be voted on by the Assembly. If they’re elected, they will take their oath of office at the April meeting.
